Meet the group

I was born and raised in Lisvane, attending Lisvane Primary and Llanishen High schools. I am proud to have sat on the Board of Governors at Llanishen High since 2018. I have always been interested in local issues, including joining the Reservoir Action Group which successfully campaigned against the development of Llanishen and Lisvane Reservoirs.

In 2017 I was honoured to be elected to Cardiff Council as a Councillor for Llanishen and Thornhill. When changes to ward boundaries were implemented in 2022, I was re-elected to the new ward of Lisvane and Thornhill. I am simultaneously both proud and humbled to be able to represent the community in which I grew up. 

My background is in Environmental Sciences, which I put to good use as a member of the Council’s Environmental Scrutiny Committee. I consistently challenge the Council over a wide range of areas including recycling, public transport, the Replacement Local Development Plan and, most recently, the proposed Workplace Parking Levy. My experience of increasing housing development in Lisvane highlights to me the importance of getting the right infrastructure in place to support our expanding communities, and also of protecting the remaining greenfield space we have left in Cardiff.

In 2024 I was elected by my Conservative colleagues to lead the Conservative Group on Cardiff Council. Since then, we have achieved several wins, including: the Council finally agreeing to implement year-round collection of garden waste; forcing the Council to drop its plan to remove litter bins from our streets; the reintroduction of free parking in municipal car parks; and forcing Labour to drop its intention to impose a Congestion Charge on Cardiff's drivers. I am also proud that each year, we propose an alternative Budget that reflects our Conservative values: lower Council Tax, more focus on frontline services, and greater efficiency of public spending. These are the things which help drive me in my service to you, as a Conservative Councillor in this great city of ours.

Sian sits on a number of council committees which include Appointments Committee, The Children and Young People Scrutiny Committee, full Council and the Joint Community and Adult Services and Environmental Scrutiny Committee.

Sian is also a qualified secondary teacher.

Calum is the Conservative councillor for Radyr & Morganstown, having been elected in 2022. There he serves as the Conservative group’s Chief Whip and Investment & Development Spokesperson, and chairs the Council’s Policy Review & Performance Committee. He also sits on the board of Cardiff Bus and previously spent three years on the Children & Young People Committee.

Since his election, Calum is pleased to have delivered on all of the commitments he made in that campaign, working with the community to deliver on his pledges from doubling bus services to refurbishing a park to protecting well-used land from unnecessary development to voting against inflation-busting council tax increases.

Calum stood as a Welsh Conservative candidate for Cardiff constituencies in the last two Senedd elections. He works in the construction and housing industry, and previously worked in communications and policy roles for the Welsh Conservatives. A Welsh-speaker, he has also written for national publications on matters such as property rights, self-responsibility, and devolution. He has a monthly column on Welsh political affairs for ConservativeHome.

Catriona Brown-Reckless is Chair of the Cardiff North and West Conservatives.  Catriona was elected as a Councillor for Pentyrch & St. Fagans in 2022, and she sits on the Standards & Ethics Committee and the Economy & Culture Scrutiny Committee at Cardiff Council. 

Catriona was proud to be nominated as Conservative Councillor of the Year in 2025. 

An experienced lawyer, prior to politics she gained over a decade’s experience as a City finance solicitor and qualified as a New York attorney.  She is also a busy mother with three school-age children.

Adrian was first elected in 2004. His priorities include holding the Council to account when wasting public money and improving ‘everyday’ services such as road repairs and cleansing.

Adrian often states in the Council chamber that Rhiwbina residents pay some of the highest levels of Council Tax in the city, yet receive the fewest services and he regularly highlights where money is wasted whilst Council facilities and infrastructure needs improvement.

During his time as a Councillor, Adrian has sat on  committees, including the Economy & Culture Scrutiny Committee, Audit Committee and he continues to be a long-standing member of the Planning Committee. He also chaired the Policy and Review Performance committee in 2024/25 before taking up the role of Lord Mayor of Cardiff in 2025/26 where with the help of Lady Mayoress Jayne Cowan and his fundraising comittee, he raised £60,000 for the two nominated charities, The Rescue Hotel and The Forget-me-not Chorus.

including Policy & Performance Review Scrutiny and the Audit Committee. He is currently a member of the Democratic Services Committee and the Planning Committee. The Council has also appointed him to the Glamorgan Archives Joint Committee and in 2015 was appointed one of the Council’s non-executive Director of Cardiff Bus.

In Rhiwbina and Pantmawr, Adrian has been involved with many issues including the campaign to save funding for Rhiwbina Library, the £1.3million Rhiwbina Flood scheme which now protects over 200 properties from flooding, and he submitted a successful bid leading to the recent Rhiwbina regeneration scheme.

Jayne has been elected since 1999 and has sat on a wide variety of committees. She has been Deputy Lord Mayor and also Lady Mayoress of Cardiff for 202/26.

She has a keen interest in charity work and enjoys singing. 

Sean proudly serves Llandaff. 

Oliver was elected in 2017. He sits on Bilingual Cardiff and Community and Adult Services Scrutiny Committee.

Oliver is a Translations Manager for the NHS Wales Shared Services Partnership (hosted by Velindre University NHS Trust).

Joel was first elected in May 2017 and was re-elected in May 2022, representing the large and varied communities of Pontprennau and Old St Mellons. Joel has served on various council committees over the years and is as a governor of two local schools. 

 

Professionally, Joel is a respected employment specialist with extensive experience of undertaking complex workplace investigations. Joel read law at Cardiff University and remained at Cardiff to study for the Bar, before qualifying as a barrister. 

 

Outside of political and professional commitments, Joel enjoys spending time with family and friends, playing racket sports and climbing mountains.
